General Terms and Conditions Voucher Scheme
Conditions for Participation
- This voucher scheme is organised by the DIL Programme (Digital Infrastructure Logistics);
- The value of the voucher scheme cannot be used for anything other than the companies and services mentioned in these terms and conditions;
- Carriers in container transport
- Container terminals (short sea/deep sea/inland)
- Freight forwarders in container transport; only on the basis of logistics control via their IT systems (not charterers)
- Shippers; who will make transport orders for container transport digitally available, for example via an ERP system
- realise a significant part of its container transport volume in the Netherlands and/or Belgium and be able to demonstrate this
- make a new effort/investment for the implementation of this concept and be able to submit an implementation plan for this (on request)
- exchange data with chain partners in its production environment, which must have taken place for at least one year after the start of the pilot phase. Note: the start of the pilot phase may differ per participant
- execute at least 100 eCMR transactions in its production environment during that same period
- IT suppliers are not independently eligible for the voucher scheme, but always via their customer/client, being the participant in the Living Lab;
Assessment
- DIL aims to assess the application within five (5) working days, validating whether the applicant meets the minimum requirements as described in point 3 and point 4;
- The first twenty (20) participants will be processed based on the first-come, first-served principle, with the understanding of one voucher scheme per company;
- This promotion does not apply in combination with other promotions and/or offers and is not transferable without permission;
- The assessment will take place as follows: a. to fulfil the objective of the Living Lab, namely to stimulate data sharing in a logistics chain, DIL will evenly distribute these 20 spots across the different categories of companies. b. the following category distribution will be used as a starting point: * Four (4) terminals, * Ten (10) carriers, * Six (6) shippers/freight forwarders. c. the first-come, first-served principle also applies to this distribution, until a category has reached the maximum number of participants.
- If DIL has assessed the application positively, the applicant will be informed and the start date of the pilot will be mutually agreed upon;
- DIL expects every party to start the agreed pilot within six (6) months after the voucher scheme is awarded. Should it unexpectedly appear that a party to whom the voucher scheme has been awarded has not started the pilot within six months, DIL reserves the right to withdraw the award and transfer it to another party, or to adjust the overall distribution and/or the number of vouchers.
- In some cases, DIL may decide, in agreement with the relevant party, to extend the duration of a voucher;
- If it becomes apparent in the interim that a redistribution of the number of vouchers must take place for any reason, DIL is entitled to implement these changes, for which only written notification is required;
- DIL reserves the right to withdraw an applicant's participation and reclaim the voucher value that has already been paid out, if it later appears that the award was based on incorrectly obtained information, fraud, deception and/or it otherwise emerges that the applicant should have known that the submitted information was based on incorrect information;
Effectiveness and Financial Conditions
- One voucher has a value of €10,000 excluding VAT;
- The actual activation will take place in phases in accordance with the agreed start date in the award; DIL expects that an average of ten (10) pilot phases will start per year in 2024 and 2025;
- A voucher can be activated by a participant at the start of the pilot phase in the Living Lab by submitting an invoice for 50% of the incurred (IT) investment to the DIL programme;
- the participant's pilot phase must have started at least one year ago, AND
- the participant must have achieved the minimum number of eCMR transactions. Companies that are awarded a voucher do not have to provide their own co-financing administration. This is done based on pre-determined lump-sum hours;
- proof of period of participation in the Living Lab from the start of the pilot phase
- proof of the number of eCMR transactions during that period
- DIL processes the participants' personal data carefully and in accordance with the law. The processing takes place in accordance with good business practice.
- DIL uses the personal data for, for example, the execution of agreements, for service messages and marketing purposes.
